Syllabus:	The strengths and weaknesses of approaches to priority setting. Program budgeting and marginal analysis, quality adjusted life years (QALY) league tables, needs assessment and burden of illness. Resource allocation formulae and other approaches to equity are examined. Claims, rights and needs are addressed as well as ethical issues.
