Syllabus: The aim of the topic is to develop knowledge and skills in modern public sector financial management for generic managers and professionals. Covers both theory and practice of financial management, budgeting, accountability and control. Includes sources and dispositions of public funds, including taxes, charges and debt; financial analysis, costing, valuation and pricing issues; and the implications of accrual accounting, asset management and the use of balance sheets in public sector operations. Internal and external auditing, risk management and mechanisms for accountability and control are also addressed.
