Focus on the decline of parliaments and congresses and the changing relationship between public bureaucracies and the executive. Comparative treatment of policy competence and neutral and partisan responsiveness among ministerial advisers is undertaken. Special reference is made to the separation of powers, ministerial responsibility and parliamentary accountability.
