Syllabus:	An exploration of the art and science of policy analysis. The focus is on issues of problem definition, evaluation and selection of policy alternatives, recommendation and presentation, implementation and coordination. The unit covers aspects of context, audience, style, quantitative and qualitative techniques, reasoning and values.
