The topics to be covered in this unit will be chosen from: The economic roles of the state. Public goods, externalities and other sources of market failure, public choice theory, voting theory and bureaucracy theory. Income redistribution, expenditure programs and social insurance. Principles of taxation equity. Neutrality and excess burden. Tax shifting and incidences. Types of taxation and their individual effects. Taxation policy, taxation reform and optimal taxation. General-equilibrium tax incidence. Taxation versus user-pricing and pricing policies of public enterprises. The issue of social balance, privatisation and theories of government growth. Cost-benefit analysis and the efficiency of government expenditure. Intergovernmental financial relations.
