Syllabus: Overview of health economics. Value base of health economics. Value and ethical base of health care and of medicine. Measuring health and other outcomes. Economic evaluation and priority setting both for equity and efficiency. Equity as a goal of health and the need for careful definition but by whom. Paying hospitals. The hospital as a firm. Financing systems, insurance, the merits of competition, the public versus private split. Different objectives for different systems. Cultural base for health care systems. The communitarian value base of Aboriginal culture in a different health economics for Aboriginal health services. Accommodating a holistic construct of health into Aboriginal health economics.
