Syllabus:	The philosophy and purpose of public participation and its role in the planning and decision-making process. Case study analysis to identify the characteristics of participation in practice, its strengths, and weaknesses. Negotiation, mediation, bargaining and conflict resolution skills in planning and development are identified.
