Develops an understanding of the multiple meanings of community, recognises the implications of this understanding and accommodate in planning processes through techniques of citizen participation. Develops the necessary skills base for community planning, and the wisdom to understand when and how to use these skills. Develops skills of negotiation in order to be able to reach win-win outcomes for all participants.
