Syllabus: The topics to be covered in this unit will be chosen from: The economic roles of the state. Public goods, externalities and other sources of market failure, public choice theory, voting theory and bureaucracy theory. Income redistribution, expenditure programs, social insurance. Principles of taxation equity. Neutrality and excess burden. Tax shifting and incidences. Types of taxation and their individual effects. Taxation policy, taxation reform, optimal taxation. General-equilibrium tax incidence. Taxation vs user-pricing, pricing policies of public enterprises. The issue of social balance, privatisation, theories of government growth. Cost-benefit analysis and the efficiency of government expenditure. Intergovernmental financial relations.
