Syllabus:

The philosophy and purpose of public participation and its role in the planning decision-making process. Case study analysis to identify the characteristics of participation in practice, its strengths, and weaknesses. Negotiation, mediation, bargaining and conflict resolution skills in planning and development are identified.

Unit Outcomes:

The learning and skill outcomes to be achieved in this unit are to review briefly the philosophy and purpose of participation and negotiation. Clarify the scope for participation and negotiation in local planning in Western Australia. Jointly contribute to a case study of participation in local planning in Perth Metropolitan region. To introduce negotiation, mediation, bargaining and conflict resolution. To participate in a negotiation exercise. These learning and skill outcomes are intended to assist the integration of participation and negotiation in the context of local government planning functions in the Perth Metropolitan region. This may be possible by recognising the role of participation in identifying the aspirations of the Local Authority Council, the community and the private and public sector stakeholders of the City. Opportunities and constraints of the political, legislative and administrative frame-work for State and Local Government town planning and development control. Heritage conservation and environmental protection. Goals, objectives and policies for strategic planning within a Local Planning Strategy (and structure plan). Statutory planning within a Local Scheme Text and a Scheme Map.
